In other words, the European concept of “personhood” assumes that freedom is not merely the absence of external constraints, but also the presence of whatever minimum material and social conditions are necessary to guarantee the inalienable dignity required to be a true “person.”

Very true. To have maximum personal freedom you need restrictions and a social system. Freedom is worthless without dignity and poverty.
